Expression of type NOT_LIKE_IGNORE_CASE produces broke SQL, with no opening and closing (), like

WHERE xyz) NOT LIKE UPPER('123'

This was first reported by Mike Kienenberger in CAY-70. I extracted it into a separate bug report for tracking purposes.
