org.objectstyle.cayenne.query.Ordering javadocs and http://www.objectstyle.org/cayenne/userguide/fetch/orderings.html do not specify which Ordering in a multiple-ordering list is most-significant term .

Unless you're coming from WebObjects and assuming its the same in Cayenne, or unless you trace the code deep into the guts of the comparator to see an increasing loop with a comment about skipping remaining less-significant items, there's no way to know which direction the Ordering search order occurs.
