Argh! I am building 1.2 windows artifacts on Mac (you can actually do
that with Launch4j), so it works for me, as the Launch4J installation
is picked from a different directory:

cayenne/cayenne-ant/lib/mac/launch4j-2.0.0/
I guess the version checked in for windows is broken (and nobody ever
used it before, so we didn't know) -

cayenne/cayenne-ant/lib/windows/launch4j-2.1.1/
So could you try doing this locally:
svn rm cayenne-ant/lib/windows/launch4j-2.1.1/
download launch4j 2.0.0, copy it to cayenne-ant/lib/windows/
launch4j-2.0.0/ and then do
svn add cayenne-ant/lib/windows/launch4j-2.0.0/
then try to build it again. If it works, commit the changes.
