    Actually, the prio is

    BuildRoot (if it is enabled)
    UserRoot
    LocalRoot
    SystemRoot

    and some part of this bug will go away when Mike commits his new
    classpath thing. Since it will still *only* use the search path, so it
    will always use /Lib/WOExt and never /Sys/Lib/WOExt...

    Until then, I strongly object in any changes in that area, as this
    stuff is known to break if you just look at it the wrong way.
