Technically, it is possible, but it is not supported by Apple.
A WebObjects application is just a java application, so it runs on any
machine with a Java 1.5 (or 1.6) runtime. (Check Apple's licensing terms
carefully, though.)
In direct connect mode, the application just works, once you get all
your classpaths and resource locations figured out. The WO system
frameworks are just jar files under the hood, so you just need to get
the 5.4.1 jar files into your application's classpath.
The complications come if you want to host it with WOMonitor and WOTaskD
and a web server like IIS - in other words, an actual production
deployment. Apple stopped supporting windows versions of the necessary
code with WO 5.2. Some of the 5.2 versions still work with a 5.4
application, but this configuration is definitely unsupported and tricky
to get going.
Starting from scratch, you're almost certainly best off looking at a
solution like Tomcat or even JBoss. These run fine on Windows, and while
it isn't completely straightforward to get a war build going, it is at
least reasonably well documented.
