    Those who are listed in our ASF proposal, Section 4 as Non-ASF
    Committers:

    need to sign and mail a contributor license agreement (CLA) per
    message below. Once you do that, please send a note to the list, so
    that once we have everyone covered, we could request the repository
    accounts.
