    Exactly. The patch step may seem simple, but it is a HUGE barrier to
    entry, especially to non-committers (but to committers as well). This
    is from recent experience - until we deployed Confluence, we had doc
    contribution levels close to zero. Even the people who wrote the code
    were reluctant to document it properly.
