Just refactored XML encoding out of MapLoader into individual classes
in the map package. My testing shows that saving of DataMaps still
works just like before, with one exception - relationships are stored a
different order.

Still since this was a pretty big rework, there may be some random
weirdness. If anyone stumbles upon unexpected behavior, let me know.
